The issue stemmed from a case that Pathak had registered in 2016 against seven SBI branch managers for the late deposit of stamp duty. The court’s decision highlighted concerns over Pathak’s handling of the situation and his approach to administrative duties.
In 2019, while serving as the Principal Secretary of the Minor Irrigation Department, KK Pathak was accused by Kumud Raj Singh, the director of Maa Shakuntala Infrastructure Pvt Ltd, of serious misconduct. Singh alleged that Pathak had threatened to kill him and had physically assaulted him with a stick. In the video, he expressed frustration, highlighting the lack of adherence to traffic regulations in the city compared to Chennai, where people are more disciplined. He lamented the continuous honking even at red lights, illustrating the deputy collector’s predicament amid such disregard for rules.
In the video, despite the deputy collector’s attempts to apologize, Pathak continued shouting at him. Sunil Kumar, the Prohibition, Excise, and Registration Minister in the Bihar government, promised strict action against Pathak in response to his behavior. The Bihar Administrative Service Association (BASA) went further, filing a First Information Report (FIR) against him. Reports suggest that the aggression displayed in the video may be linked to the death of Deputy Collector Vivek Kumar. Kumar passed away on November 14, 2022, after being transferred from Dehradun to Gaya for field training.
Following this incident, BASA raised concerns about Kumar’s death with the Chief Secretary, especially after ten other trainees fell ill in Gaya on December 5 and had to be hospitalized. On December 10, 2022, Pathak wrote a letter to the Chief Secretary, criticizing state officers for being “indisciplined,” “self-delusional,” and having “a weird sense of superiority complex and self-entitlement.” In protest against Pathak’s behavior, BASA members decided to wear black wristbands and prayed for his mental purification.
On July 4, 2023, Bihar’s Education Minister, Chandrashekhar, expressed his dissatisfaction with KK Pathak’s management of the education department through a letter. Pathak, serving as the Additional Chief Secretary of the department, had implemented several changes, including abolishing the domicile policy for teacher recruitment and imposing a ban on wearing jeans and T-shirts, which angered Chandrashekhar.
In response, Chandrashekhar’s private secretary penned a confidential letter to Pathak, but it backfired when Pathak barred the secretary’s entry to the education department, alleging that the secretary leaked the letter to the media, intensifying the controversy. Seeking resolution, Chandrashekhar met with Lalu Prasad Yadav on July 6, 2023, to brief him on the situation. Lalu Yadav advised Chandrashekhar to discuss the matter with Chief Minister Nitish Kumar. Lalu Prasad mentioned his involvement, stating that he initially conversed with Chandrashekhar before contacting Nitish Kumar over the phone to address the crisis.
